Obama's panel urges reforms to prevent future oil spills - USA Today

A presidential panel investigating the Gulf oil spill called Tuesday for additional reforms from the oil industry, Congress and the Obama administration, saying they're needed to avert another offshore catastrophe.

In its final report Tuesday to President Obama, the oil spill commission urged greater funding and training for the federal agency that regulates offshore drilling and a higher liability cap for damages from offshore spills. It also suggests that 80% of fines collected from companies involved in the largest oil spill in U.S. history be used for Gulf Coast restoration. Congress will have to pass legislation to ensure that happens.

The report, as one of its chapters released last week indicated, faults BP, Halliburton and Transocean as well as industry-wide failures for the April 20 Deepwater Horizon rig explosion that killed 11 workers and released more than 200 million gallons of oil from the damaged Macondo well into the Gulf of Mexico. The well was temporarily capped in July and permanently plugged in September.
